Position Overview:
We are seeking an experienced Procurement Lead to manage and oversee all procurement activities within our construction projects. The Procurement Lead will be responsible for ensuring the timely and cost-effective sourcing of materials, equipment, and services required for construction projects. This role involves strategic planning, vendor management, contract negotiation, and collaboration with various internal and external stakeholders to ensure the seamless execution of procurement activities.
Key Responsibilities:
- Procurement Strategy: Develop and implement procurement strategies for construction projects to ensure the timely delivery of materials, equipment, and services at the best possible cost.
- Vendor Management: Identify, evaluate, and establish relationships with reliable suppliers and subcontractors. Negotiate terms, pricing, and delivery schedules to ensure competitive advantages.
- Tendering & Contracting: Oversee the tendering process for procurement activities, including drafting, issuing, and evaluating requests for proposals (RFPs), tenders, and contracts. Ensure contracts are executed in compliance with company standards and legal requirements.
- Material Sourcing: Ensure the procurement of high-quality construction materials, equipment, and services within budget and in alignment with project schedules.
- Cost Control & Budgeting: Monitor procurement budgets, track costs, and implement cost-saving strategies while maintaining quality and compliance with project specifications.
- Risk Management: Identify and mitigate procurement-related risks, including supply chain disruptions, cost increases, and delays. Implement strategies to minimize risks while maintaining project timelines.
- Project Coordination: Work closely with project managers, engineers, and other departments to ensure procurement aligns with project requirements, timelines, and specifications.
- Compliance & Reporting: Ensure all procurement activities are carried out in compliance with relevant regulations, company policies, and industry standards. Provide regular procurement status reports to senior management and project teams.
- Supplier Performance Monitoring: Monitor supplier performance and resolve any issues regarding delivery, quality, or service. Conduct periodic evaluations to ensure suppliers meet expectations.
- Inventory Management: Oversee inventory control processes, ensuring that materials are stocked and available as needed to prevent delays or shortages during construction.
Qualifications:
- Education: A Bachelor’s degree in Supply Chain Management, Business Administration, Civil Engineering, Construction Management, or a related field. A relevant professional certification (e.g., CIPS) is a plus.
- Experience: Minimum of 7-10 years of procurement experience, with at least 3-5 years in a leadership or managerial role in the construction industry.
- Knowledge: Strong understanding of construction procurement processes, contract law, construction materials, and equipment sourcing.
- Negotiation Skills: Excellent negotiation skills with the ability to secure favorable terms and prices while maintaining positive supplier relationships.
- Leadership Skills: Strong leadership and team management abilities, with a track record of building high-performing procurement teams.
- Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively with senior management, project teams, suppliers, and stakeholders.
- Cultural Sensitivity: Experience working in the Middle East, with knowledge of regional construction practices and supplier networks.
- Language Skills: Proficiency in English (Arabic language skills are a plus).
